When a member cancels through PayPal their account stays active

Every time a member cancels their subscription through PayPal, their member profile remains unchanged and stays active. Only the member makes the cancellation and I am not involved in the transaction. The debug log shows “FAILURE: No associated active member record found for this notification.” The following is from the debug log (Post string and subscriber ID has been removed):
