Users become members before paypal payment occurs

Hello, I have the latest version of the plugin plus form builder and form shortcode. I created a form for a paid membership level and would like to include a PayPal button. Currently, the form has a submit button at the bottom that leads to a specific page I indicated in the form settings that has a PayPal button embedded. The problem I’m having is the user becomes a member BEFORE payment is processed. How do I fix this?
