Two simple-membership-ja.po file can be combined?

Thank you for wonderful plugin and your support.

I found simple-membership-ja_JA.po(31KB) and simple-membership-ja.po(69 KB) files, which make me confused, so that I would like to combine them if possible.

Do you think it is possible to combine them?

If so, is my understanding correct?: I put simple-membership-ja_JA.po(31KB) into simple-membership-ja.po(69 KB) first (then translate remaining part of ja.po(69KB)) because simple-membership-ja_JA.po(31KB) seems to be high priority in loading order.

It would be help if you could tell me your idea.
