Free registration not allowing

Under settings I have set Enabled Free Membership

I then go the the registration page

The only option on there is JOIN. I click that and it cycles back to the default page here

Free membership is disabled on this site. Please make a payment from the Join us page to pay for a premium membership.

Hi, did you also add the Free Membership Level ID? Do you also have the Form Builder Add-on?

I did not set it to 0 as is but this was saved at this;

Form Builder add on. I dont need that (unless that is why I am getting the error message?)

I tried changing the Level ID but it will not change

Did you also create a Free Membership level? If you did not then that is the problem. Once you create a Free Membership level it will provide you with an ID that is the ID you need to add in the screen capture you shared above. After this your problem will be resolved.
