Emails not sending after registration / purchase

And I have my SMTP server setup all good.

But when I go to Settings -> Tools -> Send Email To Myself

And then I check LOG.TXT, this is all I can see:

When you try to send an e-mail to yourself, is this for an account that needs to be approved? Or is this for an account that is already approved?
