I purchased the woocommerce add-on, and sell membership on my site. Most of my site is meant for private use of members, and some content/pages can be created front-end by users. My issue is that these pages are public until I go in and manually change their permission levels.
Is there a way to have all content be created as private, unless I specify to make it public?

The short answer is “No.”
In addition to a default “Yes/No” on the protection; you’d also have to specify a default set of membership levels that can access any newly created pages.

If you specify their WordPress User Roles as “Contributor,” any newly created pages will be kept in “Draft” mode until someone with “Editor” or “Administrator” Role approves and “publishes” their content.
My issue is that these pages are public until I go in and manually change their permission levels.
Either you, or someone you appoint (with Editor role), has to approve, set the proper permissions, and then “publish” new pages. Content moderation by humans is a fact of life; until the day we can hand it off to Alexa, Siri or Cortana.
