email after edit not being sent

When i update a member record, an email is not being sent. Nor id the log recording that one was sent or that a records was updated. I have clicked the “notify user” box and filled in the email. I have also confirmed that the “Send Email to Member When Added via Admin Dashboard” box in Settings is checked.

I can add a user from scratch and the email is sent, recorded and received.

Please advise.
