This setting seems to have been removed from the source code. I will notify the developer, so that he can respond.
Hi, We made a decision that by default, our plugin will try to use the timezone that you have set in your main WordPress settings. So this option is no longer needed. There maybe instances where the code needs an update. If you give me more details on where (which interface) the date is not shown correctly, I will investigate it.

Accounts expires at 12:44.
For example, on 4/27 account will expire at 12:44 on 27th. I want it to expire after turn 28.
That doesn’t look like a timezone related thing. You want a specific time duration for the account to expire. The time duration granularity becomes very unpredictable when the value is less than a day. So we only support a minimum value of 1 day. You can add 1 extra day to your membership level. If you need hourly granularity with expiry, our plugin won’t be suitable for that.
