Viewing the site without upgrade purchase

I have installed your plugin, used the advanced feature when creating my paypal button, I have all pages except join and registration locked down but if someone complete the registration without getting a successful transaction, they can still open any page for the level of membership that they registered for. What am I leaving out to associate a positive transaction being distinguished from no payment but only registering?
